Professional Profile

Horatius Owaegbanaoria Egua is a senior executive and aviation safety professional with over three decades of leadership experience across civil aviation regulation, safety oversight, occupational safety and health (OSH), public policy, and strategic communications. He currently serves as Director, Special Duties at the Nigeria Civil Aviation Authority (NCAA), where he provides enterprise-wide oversight on safety compliance, monitoring and evaluation, and institutional performance in alignment with ICAO Standards and Recommended Practices (SARPs).

A seasoned policy adviser and communications strategist, he has served in senior advisory roles to federal ministers and has led initiatives that strengthen safety culture, regulatory compliance, and institutional reform within Nigeria’s aviation ecosystem.
